Considerati was established and is headed by Ton Wagemans and Bart Schermer. It has at its disposal the talents and skills of a large network of researchers, experts and influencers.

Ton Wagemans              - Partner

Ton is a legal consultant and specialist in policy-making and public affairs in the technology sector. In addition to Considerati, he is an advisor to the Web 2.0 Think Tank Openbusiness.cc. He has also worked for the International Tech practice of Weber Shandwick, and he was a board member of the Public Affairs Professionals Organisation in The Netherlands. He started his career at the non-profit e-business Think Tank ECP.NL, where he worked on the development of a legal framework for e-business, and was a member of the European Commission eConfidence Coregroup. Ton has also worked as a researcher at Oxford University, investigating the possibilities for e-business self-regulation.


Bart W. Schermer        - Partner

Bart is a legal consultant and completed  his PhD on the privacy aspects of intelligent software agents. In addition to Considerati, he is a lecturer in IT and Internet law at Leiden University, and a fellow of the E.M. Meijers Institute for Legal Studies. He is also vice-chair of the United Nations CEFACT Legal Group, and editor of the Journal of Internet Law (Tijdschrift voor Internetrecht). From 2000  to 2007, he worked as a researcher and consultant at e-business Think Tank ECP.NL, and advised government officials, the European Commission and industry about IT,  Internet policies, and legal developments. He was also responsible for running the Dutch RFID Platform. Bart speaks and publishes regularly about the legal and policy aspects of IT and the Internet.

 

Wouter Schilpzand        - Consultant

Wouter is an innovation and transitions consultant and specialises in socio-economic aspects of technical change. Previously, he has worked as a transitions researcher at the Eindhoven University of Technology where he studied the potential for radical change in Dutch mobility and water management. He published on the development and management of strategic niches to stimulate acceptance of technical change. As a guest researcher at the Royal Dutch Embassy in Japan and the Rathenau Institute, the Dutch Institute for technology assessment, he has studied RFID applications in Japan. He obtained his Master’s degree in Technology and Innovation Policy cum laude with a thesis on the development of Near Field Communication in The Netherlands. He is co-initiator of the independent international think tank On top of Maslow.
